Vietnam Visa Exemption Agreement between Vietnam and Russia

The Agreement was signed on October 20, 1993 and entered into effect  on February  20,  1994;  note  of  modification  to  the Agreement came into effect on January 2, 2005. The exemption of visa includes exemption of visa for entry, exit and transit. The duration of stay subject to visa exemption begins from the date of entry. The contents of visa exemption agreed upon between Vietnam and Russia are as follows:

  • Exemption of visa is granted to bearers of diplomatic passport or official passports with the stay duration not exceeding 90 days.  The stay duration may be extended for another period of up to 90 days on the basis  of appropriate reasons or official request
  • Exemption of  visa  during  the  whole  tenure  is  granted  to members of diplomatic missions or consular posts,    or representative mission at international organizations, and members of other agencies or organizations on the territories of either country in accordance with  the agreement between the two Governments, as well as their families’ members  bearing diplomatic passports or official passports.
  • Bearers of sea-crew who are sailors on ships of either party may come to or leave their ships and stay on the territories of other party without visa. In case they travel on the territories of the other party by other transportation means, they are entitled to exemption of visa, provided that the purpose of their travel and their destination is recorded in their sea-crew passports.
  • Exemption of visa is granted to air-crew members who are citizens of the two  countries, provided that the stay duration does  not  exceed  30  days  and  the  following  conditions  are satisfied:
  1. They carry out duties on flights of designated airlines or other flights operated by the airlines of the two countries, or special flights, or chartered flights operated on personal airplanes registered by either party.
  2. They bear passports, crew identity card and their names are on the crew list.
  3. The diplomatic mission, consular posts and competent authorities of either Party are liable to issue visa for gratis to citizens of the other Party.
  • Visa shall be issued for gratis to people visiting members of diplomatic missions or consular posts on the basis of letters of invitation (endorsed by the concerned representative mission) within 3 working days. The visa is valid for two times of entry and exit, and the duration does not exceed 3 months
