National Ordinance No. 24/2000/PL-UBTVQH10
Related to entry, exit and residence of foreigners in Vietnam, the Standing Committee of Vietnam National Assembly issued a National Ordinance No. 24/2000/PL-UBTVQH10 on the 28 April, 2000. The Ordinance includes 07 chapters and 26 articles stating specifically who is responsible for what in term of Vietnam visa issuance, and who and how and how long can get a visa to entry Vietnam. Article 2.
- Vietnam agencies and organizations, foreign agencies and organizations, and international organizations based in Vietnam, citizens of Vietnam and foreigners staying legally in Vietnam have rights to invite foreigners to Vietnam.
- Agencies, organizations, individuals inviting foreigners to Vietnam are responsible for ensuring the entry purpose of the invitees; ensuring finance and cooperating with governmental agencies to solve incidents related to the invitees.
Article 5.
- Agencies, organizations, individuals inviting foreigners to Vietnam send the request document to the Vietnam Department of Immigration under
Ministry of Public Security or Vietnam Embassy/Consulate underMinistry of Foreign Affairs. - The request document will be answered within 05 (five) working days since receiving the document.
Article 6.
- Foreigners applying for Vietnamese visa will be issued visa at the Vietnam international border gates in the following cases:
- Entry for attending relatives’ funeral, visit seriously sick relatives;
- Depart from the countries with no Vietnam Embassy/Consulate;
- Entry for a tour organized by a Vietnam International Travel agency;
- Entry for providing emergency technique assistance to programs, projects; emergency treatment for seriously sick persons; disaster and communication disease helpers;
- Entry for other emergency reasons.
- Vietnam Department of Immigration under
Ministry of Public Security implements Vietnamese visa issuance stated in paragraph 1 of this article.
