Please note that there is a common difference between visa on arrival and visa at Vietnam embassies. Vietnam Immigration Department will issue a visa approval letter with your name on it stating that you are allowed to enter Vietnam on a specified date before you have visa stamped onto your passport at the arrival airport in Vietnam. While for the latter, visa stamp will be already stick on your passport when Embassy send it back to you.
