Vietnam Covid Vaccine Passport – All you need to know

Vaccine passport in Vietnam is one of the most searched keywords among not only business travelers who are in need for a business trip to Vietnam, but also leisure ones who have been kept home for so long.

COVID-19 pandemic has no sign of ending yet, and many countries worldwide have, so far, made a lot of efforts to promote their economy in general, and tourism in particular. And Vaccine passport is one of considered-the-best solutions.

1. What is Covid vaccine passport?

The Covid 19 vaccine passport is a form of documentation (likely digital) proving that you have been vaccinated against Covid-19. It is, in some countries, known as vaccine pass or “green pass”, digital green pass”, “vaccination card” or “proof of vaccination”.

The idea behind a vaccine passport is that it would allow a person to resume activities that are now restricted due to Covid 19 outbreak, including freer travel, entering a restaurant, cinema, gym or attending concerts, sporting events, theater performances and other events that would put you in close proximity with a lot of other people.

Due to COVID 19, the Covid vaccine passport may become a required item to enter any country, in addition to valid physical passport and visa. As such, it is also referred to as “vaccine visa”.

2. Benefits of holding vaccine passports?

The greatest benefit of holding a vaccine passport is that you can visit certain places or countries without Covid test/quarantine upon arrival.

3. How Vaccine passport works for Vietnam?

Vietnam authorities have recently said ok to vaccine passport, as such, an entrant into Vietnam with a vaccine passport (legalized as regulated) will be eligible for a 3-day quarantine. Otherwise, he/she will be subject to a 7-day quarantine. In case his/her residence meets the requirements, they can quarantine there. Otherwise, he/she should stay in a designated hotel upon arrival.

No more forced hotel quarantine for entrants into Vietnam from January 1, 2022

The Ministry of Health has released the Official Dispatch No. 10688/BYT-MT with regards to COVID-19 prevention and control for Vietnam entrants as follows:

  • For entrants with full-vaccination certificate or Covid-recovery proof:
    • Within 3 days from entry: self-monitor health at the lodging (including private houses, hotel, motel, resort, headquarter of business, guesthouse of business etc.; not contact with others and not leave such lodging.
    • Take an RT-PCR SARS-CoV-2 test on the 3rd day of entry. If the result is negative, then continue to self-monitor health until the end of the 14th day of entry. In case it is positive, get treatment following the current policy.
  • For others:
    • Self monitor health at the lodging within 7 days of entry; Take RT-PCR SARS-CoV-2 tests on the 3rd & 7th days of entry. If the result is negative, then continue to self-monitor health until the end of the 14th day of entry. In case it is positive, get treatment following the current policy.

The Ministries of Vietnam said ok to the proposal by the Ministry of Transport on 2 stages of resumption of international flights mentioned below.

  • The six new countries are: Canada, Iran, Iraq, Maldives, South Africa and Zimbabwe.

December 8

NO centralized quarantine for fully vaccinated travelers to Vietnam

On a Meeting with the Ministry of Health and relevant units to review the Covid-19 prevention and control related to overseas Vietnamese, foreigners entering Vietnam yesterday, December 18, the Deputy PM Vu Duc Dam said:

  • Fully vaccinated travelers can isolate themselves at home or accommodation of their choice for a specific period.
  • Only those who are not vaccinated need to be kept in centralized facilities and be inoculated there.

He then requested the Ministry of Health needs to issue new guidelines on quarantine to reflect this change no later than Dec. 15. This would remove the current need for arrivals to be quarantined in designated facilities.

The Ministry of Transport suggested the Government resume regularly-scheduled international flights in 02 stages, starting December 15, as follows:

  • Stage 1: 2 weeks, starting December 15
    • Suggested air routes: between Viet Nam and Beijing (China), Tokyo (Japan), Seoul (the Republic of Korea), Taipei (Taiwan), Bangkok (Thailand), Singapore, Vientiane (Laos), Phnom Penh (Cambodia), San Francisco or Los Angeles (the United States).
    • Receiving Airports in Vietnam: Noi Bai and Tan Son Nhat
    • Flight frequency: 4 flights/week/route/way
  • Stage 2: Starting January 2022
    • Expand to 06 more air routes: Kuala Lumpur (Malaysia), Hong Kong, Paris (France), Frankfurt (Germany), Sydney (Australia), and Moscow (Russia).
    • Receiving Airports in Vietnam: Noi Bai, Tan Son Nhat, Da nang, Cam Ranh, Phu Quoc, and Van Don
    • Flight frequency: 7 flights/week/route/way
October 21

Vietnam temporary accepts vaccine passport of 72 countries

  • Vietnam currently accepts Covid-19 vaccine passports/Covid recovery certificates of 72 countries and territories that have been recommended to the Ministry of Foreign Affairs via representatives, and is discussing the issue with 80 others.
  • The accepted vaccine passports/certificates can be directly used for Vietnam visa application and entry. Those that are not included in the list should be legalized before use.

October 3

Vietnam will fully open for fully vaccinated tourists in April 2022 in 3 stages

  • Stage 1 – Starting right this November: there will be certain inbound flights for foreigners to visit Vietnam to join the selected tours. Those passengers must be fully vaccinated against Covid and are subject to 7-day concentrated quarantine.
  • Stage 2 – Starting January 2022: The flight frequency will be increased, the markets will be expanded, and the passengers can visit other destinations in Vietnam after spending full 7 days in the first destination.
  • Stage 3 – Starting April 2022: Regular international flights schedules will be resumed for all international travels
August 4

Vietnam applies 7-day concentrated quarantine for fully vaccinated entrants

This policy was released by the Ministry of Health of Vietnam on August 4, 2021. Accordingly, the entrants meeting the following conditions  shall be entitled to 7-day concentrated quarantine at designated facility upon arrival and then 7-day follow-up monitoring at home/place of residence:

  • having proof of negative RT-PCR tests for SARS-CoV-2 72 hours prior to departure for Vietnam,
  • having been fully vaccinated with the last dose at least 14 days but no more than 12 months before the entry time (with vaccination certificates); OR infected with SARS-CoV-2 (with documents proving the positive status using RT-PCR method no more than 06 months prior to the entry date), and proof showing they have recovered from the disease or hospital discharge or equivalent documents issued by competent authorities in the country where they have been treated.

Phu Quoc Island expects to welcome vaccinated international visitors from October.

It is firstly available for international visitors:

  • having been fully vaccinated with the last dose at least 14 days but no more than 12 months before the entry time (with vaccination certificates); OR
  • having been infected with SARS-CoV-2 (with documents proving the positive status using RT-PCR method no more than 06 months prior to the entry date), and proof showing they have recovered from the disease or hospital discharge or equivalent documents issued by competent authorities in the country where they have been treated.

In the 6 months of pilot, starting from October 2021, the island is expected to receive between 2,000 and 3,000 tourists each month in the opening three months through charter flights, and between 5,000 and 10,000 guests per month in the next three months via commercial flights.

Khanh Hoa prepares plans to welcome vaccinated international visitors later this year.

Khanh Hoa, home to tourist hotspot Nha Trang, plans to trial a program to welcome vaccinated foreign tourists later this year with several restrictions.

Authorities of this province have assigned the Department of Tourism to prepare a detailed roadmap for the program and submit it to the government for approval. They have said that the pilot vaccine passport program will be only carried out on a small scale, with little impact on local socio-economic activities and people’s lives around.

The provincial tourism department has proposed that in the first phase of the program, starting at the end of this year, foreign tourists would arrive in chartered flights, stay in sequestered beach resorts on Long Beach in Cam Ranh Peninsula, around 45 kilometers from Nha Trang.

They will be securely escorted and only allowed to play golf and visit tourist destinations around the peninsula.

The department is eyeing Russia and South Korea, the biggest feeder markets for Khanh Hoa tourism, and some other countries that have successfully contained the Covid-19 pandemic.

Foreign tourists would need to furnish a certificate showing they are fully vaccinated with a vaccine approved by Vietnam. For a double shot vaccine, the second one must have been taken between 12 months and 14 days before the date of entry.

Those who’ve been infected and have recovered must furnish a certificate from the country of treatment. The discharge date must fall within the previous 12 months.

Visitors must also present a negative result in a PCR test done within 72 hours before departure.

June 28

Vietnam to Pilot 7-day centralized quarantine for certain entrants from July 1, 2021

Conditions of eligibility:

This pilot program is applicable to foreign entrants (who are experts and their family members, foreign students) meeting the following requirements:

  • having:
    • having certificate of full inoculation with Covid vaccines approved either by the World Health Organization, the US Center for Disease Control and Prevention, the European Medicines Agency, or Vietnamese authorities; OR
    • have recovered from COVID-19 with discharge date within 12 months prior to the date of entry into Vietnam,
  • Negative SARS-CoV-2 PCR test results on the 1st and 6th days of quarantine, and
  • Positive test results for anti-SARS-CoV-2 antibody,
  • Entering Vietnam via Van Don International Airport, Quang Ninh province.

► Those people, after concentrated quarantine, shall be subject to 7-day home-based isolation and 14-day follow-up health observation.

► The entrants who have not fully vaccinated will be subject to 14-day concentrated quarantine, and follow-up health observation for 14 days.

► Pilot duration: 1 month, from July 1, 2021

► Place of pilot: Quang Ninh province

June 2

Covid vaccinated entrants may be subject to a shorter quarantine period
At the online meeting between the National Steering Committee for COVID-19 Prevention and Control and the People’s Committees of Ho Chi Minh City, Bac Ninh and Bac Giang provinces held on June 2, 2021, the Ministry of Health was requested to urgently review and issue a new test process, combining test tools and methods for Covid vaccinated entrants, or those having immunity to the coronavirus.

In case their SARS-CoV-2 test upon arrival in Vietnam is confirmed negative, they may be entitled to a shorter quarantine period (perhaps 01 week when everything is in perfect condition).

April 9 Vietnam readies for entry of foreigners holding vaccine passports, including tourists and investors
It is expected that when Vietnam applies the Vaccine passport policy, the foreign entrants would be divided into 02 groups, consisting of:
1. Foreigners entering Vietnam to invest and do business.
2. International tourists, firstly from countries that have basically brought the pandemic under control and those that have deployed vaccination programs to achieve community immunity.
April 6 2021 Urgent resumption of regular international flights and early application of “vaccine passport” in Vietnam are proposed
According to the proposal, the entrants to Vietnam who have been vaccinated and have negative Covid PCR test results will be allowed to enter Vietnam with minimized concentrated quarantine duration.
March 31, 2021 Proposal on exempting vaccinated foreigners from concentrated quarantine from September 
Accordingly, international flights are scheduled to be resumed with countries and territories that have approved the same type of Covid-19 vaccines as Vietnam.
Passengers will be exempted from 14-day concentrated quarantine if they show a certificate confirming they had tested negative for the novel coronavirus and an international vaccination certificate proving they had been inoculated with the Covid-19 vaccine recognized by Vietnam.
March 24, 2021 Vietnam Airlines – the National flag carrier would work with domestic and foreign agencies in building and applying a “COVID-19 vaccine passport” project.

4. Is is safe to travel Vietnam after getting Covid vaccinated?

Despite the recent complicated development of the 3rd wave of Covid 19 in Vietnam, the country is still doing well in control of the situation. The number of confirmed Covid 19 cases remains low compared to other countries in the region in particular, and other countries in the world in general. In addition, Vietnam has made the best efforts to minimize the number of deaths caused by Corona virus.

Another important factor is that Vietnam is on its way to quickly carry out the Covid vaccination programs for its people.

As such, Vietnam is, for sure, a safe country for your travel.

At the moment, Vietnam has not widely opened its borders to tourists. Only the following foreigners can apply for Vietnam entry:

  • Foreign workers with a valid Vietnam work permit or diploma & working experience confirmation.
  • Foreign investors, or
  • Foreign managers.

But to be eligible for a Vietnam entry, those foreigners must have their sponsor companies in Vietnam apply for a Vietnam entry permit regardless they are holding a valid temporary residence card or visa of Vietnam.
